Prefab or Site-Built ADU in Los Angeles: Which Should You Choose?

The advertised price of a prefab unit is not the price of a finished ADU. Here is how the two paths compare once the foundation, utilities, permits, crane and finish work are counted, and which Los Angeles lots suit each.

Choose a site-built ADU when the lot is tight, sloped or hard to reach, when you are converting a garage, or when you want the unit to match the house and use every allowed square foot. Choose a prefab unit when you have a flat lot with crane or truck access, a standard footprint fits, and you value a short on-site build over custom design. In Los Angeles the finished totals land closer than the brochures suggest. Right Image Builders' 2026 planning ranges for site-built units: JADU $90K–$180K, garage conversion $130K–$240K, detached ADU $250K–$500K+. Prefab makers publish a factory price for the box; the foundation, utility trenching, electrical service, permits, crane, decks, landscaping and connections are added on site, and they are the same trades on both paths.

Right Image Builders designs, permits and builds site-built ADUs across the San Fernando Valley under CSLB #1021284 with one fixed written price after a free feasibility visit; we will tell you at that visit if a prefab unit is the better fit for your lot.

What "prefab ADU" means in Los Angeles

Three different products get called prefab. Modular units are built as complete boxes in a factory, trucked in and set by crane on a permanent foundation. Panelized kits arrive as wall, floor and roof panels that a crew assembles on site in days. Manufactured units are built on a steel chassis to the federal HUD code and can sit on a foundation system. In California, modular and panelized units built under the HCD Factory-Built Housing program are inspected at the plant and carry an HCD insignia; the City of Los Angeles or your city still permits and inspects everything that happens on your lot.

A site-built ADU is framed, wired, plumbed and finished on the property like any house, from a custom or pre-approved plan. Inside the City of Los Angeles the LADBS ADU Standard Plan Program offers pre-approved designs that shorten plan check, which closes some of the speed gap people assume prefab has.

How do the real costs compare?

Prefab pricing is quoted for the unit; ADU pricing is quoted for the project. The gap between those two numbers is the site work, and in Los Angeles the site work is where the money goes: a foundation engineered for the soil, a trench and new sewer connection, a panel upgrade or a second meter, gas and water lines, the crane day, the deck and steps, the stucco or siding patch where the box meets the yard, the landscaping the City requires for stormwater, and the permits and inspections. Those are the same local trades at the same rates whichever path you take.

Our 2026 planning ranges for site-built units are $90K–$180K for a JADU carved out of the house, $130K–$240K for a garage conversion and $250K–$500K+ for a detached ADU, and they include design, permits, construction and the utility work. When you compare a prefab quote, ask the maker for a delivered-and-connected total on your lot with the foundation, utilities and permits itemized, then set it against a site-built fixed price for the same square footage. The ADU cost guide breaks our ranges down by neighborhood and by what is inside the number.

Where prefab wins

  • A flat, open rear yard with crane access and no overhead lines, typical of the wide tract lots in Van Nuys, Reseda, Northridge and Granada Hills.
  • A standard footprint that fits the catalog: one bedroom in roughly 400–600 sq ft, or two bedrooms in 750–1,000 sq ft.
  • A short disruption on site. The box arrives finished; the weeks on your property are foundation, set day and connections.
  • A rental unit where the look matters less than the schedule and a known factory finish.

Where site-built wins

  • Garage conversions, which are the most common ADU in the San Fernando Valley and the least expensive path to a permitted unit; there is no prefab version of converting the structure you already own.
  • Hillside and tight lots in Sherman Oaks, Studio City, Encino and the Hollywood Hills, where a crane cannot swing and a truck cannot park; framing is carried in by hand.
  • Matching the house. Same stucco or siding, same roof pitch and tile, same windows, so the unit reads as part of the property to neighbors, appraisers and buyers.
  • Using every allowed square foot on an irregular lot: an L-shaped unit along two setbacks, a unit over a garage, a two-story detached unit where the zoning allows it.
  • Changing your mind. Site-built work takes written change orders during the build; a factory box is finished before it arrives.

Permits and timeline: the gap is smaller than advertised

State ADU law gives both paths the same ministerial review: the city must act on a complete ADU application within 60 days, cannot require replacement parking for a converted garage, and allows a unit of at least 800 sq ft with 4-foot side and rear setbacks. Inside the City of Los Angeles, LADBS plan-checks the foundation, site, utilities and the unit itself for a site-built ADU; for a factory-built unit it checks the foundation and site work while the box carries its HCD insignia from the plant. Burbank, Glendale, Beverly Hills and Pasadena issue their own permits under the same state law.

The prefab calendar is factory lead time plus plan check plus site work, run partly in parallel; the site-built calendar is design and plan check (6–10 weeks for a conversion or JADU, 3–5 months for a detached unit with engineering) and then construction (3–5 months for a conversion, 6–9 months for a detached unit). On a detached unit prefab usually finishes sooner; on a garage conversion the question does not arise.

Property tax, rent and resale

Either way the new unit is assessed as new construction at its market value and added to your tax bill; the main house keeps its Proposition 13 base and is not reassessed because you built an ADU. Rentals of 30 days or more are allowed for both; short-term rental rules are local. Appraisers and buyers value a permitted ADU by its size, condition and rentability, and a unit that matches the house tends to show better than a box that does not.

How we recommend deciding

Start with the lot, not the brochure. If you have a garage, convert it. If you have a flat, reachable rear yard and a catalog plan fits, price a prefab unit delivered and connected against a site-built fixed price for the same size. If the lot slopes, the access is tight, or you want the unit to look like the house, build it on site. Our free feasibility visit covers setbacks, utilities, access and the zoning on your parcel, and we will tell you plainly if prefab is the better fit.

FAQ

Frequently Asked
Questions

Often less than the brochure suggests. The factory price covers the box; the foundation, trenching, sewer and electrical connections, permits, crane, decks and the finish work around the unit are added on site at Los Angeles rates, and they are the same trades a site-built ADU uses. Compare a delivered-and-connected prefab total against a site-built fixed price for the same square footage; our site-built ranges are JADU $90K–$180K, garage conversion $130K–$240K, detached $250K–$500K+.

Yes. State ADU law applies the same way: a complete application gets ministerial review within 60 days. A factory-built unit carries an HCD insignia from the plant, and LADBS or your city permits and inspects the foundation, utility connections and site work; a site-built unit is plan-checked and inspected in full by the city.

Rarely. A modular box needs a flat pad, a clear crane swing and a street a wide load can use; hillside lots south of Ventura Boulevard usually fail at least one of those, and the Baseline Hillside Ordinance adds grading and height limits. Site-built units are framed in place and carried in by hand, which is how most hillside ADUs in Los Angeles get built.

No. A garage conversion keeps the structure you own and rebuilds it inside: slab repair, insulation, windows, kitchen, bath, electrical and plumbing. It is the most common and least expensive ADU in the San Fernando Valley, $130K–$240K in our 2026 planning ranges, and no replacement parking is required.

Prefab: factory lead time and plan check run first, then days to set the unit and several weeks of connections, decks and finish. Site-built: about 5–8 months in all for a garage conversion or JADU, and 9–14 months from first visit to Certificate of Occupancy for a detached unit. On a detached unit prefab usually finishes sooner; on a conversion there is no prefab option.

Only for the unit itself: the assessor adds the new ADU to the roll as new construction at its market value, while the existing house stays on its Proposition 13 base. Prefab and site-built units are treated identically; a factory box set on your lot is new construction like any other.
